Shri P. Bharat Singh, IAS(Retd.) joined Manipur Public Service Commission as a Member on 12th April, 2011 after retirement from service on superannuation on 28/2/2010. He is the son of (L) Pangambam Nipamacha Singh of Kongba Kshetri Leikai, Imphal. He passed B.A. Honours in Political Science in the year 1970. He stood First class Second position in Master of Arts in Political Science in the year 1972 under the Gauhati University. He was awarded best student of Political Science Department, Gauhati University for the year 1972. He served as lecturer in Political Science at Maharaja Bodhchandra College, Imphal in the year 1973.
He was inducted to Manipur Civil Service(MCS) in the year 1975 and promoted to Indian Administrative Service(IAS) in the year 1985. He served in various capacities under the Government of Manipur including Assistant Commissioner to DC/Ukhrul, S.D.O. (Imphal East), Chief Executive Officer (District Council, Churachandpur), Treasury Officer (Churachandpur), Under Secretary/Deputy Secretary/Additional Secretary/Special Secretary of various Administrative Departments, Director (Rural Development and Panchayati Raj), Director(WCP), Deputy Commissioner(Chandel), Director(Publicity &Tourism), Director (Settlement & Land Records), Director (Vigilance), Director (MAHUD), Secretary /Commissioner, Veterinary & Animal Husbandry, DP & AR, GAD, PHED, Education, Revenue, Health, RD & PR, IFCD, IPR, MI, CADA, Art & Culture etc., Government of Manipur. He was Special Secretary(Cabinet) from June, 1999 to 28th February, 2010. He was Vice-Chairman of Manipur Film Development Corporation Limited(MFDC), Imphal and also Member-Secretary of the Kangla Fort Board, Imphal.
Shri P. Bharat Singh was awarded the prestigious award “SECULAR INDIA HARMONY AWARD, 1995” by the United Children’s Movement, New Delhi. He contributed articles on various topics and published in Government & Private publications. He has written and published the following books:
